Does my RV need to be running to start the generator?

The line was NOT blocked because when we were broke down on the side of the road, we were USING the generator to keep the coach cool (it was 95 deg that day). I guess I may have to ask their permission to be in attendance when they remove the tank and see what they do, so they don’t screw me this time.
Where does the fuel line go in a generator?
I replace the fuel filter and hit the start button for a good 30 seconds and the clear fuel filter shows NO sign of fuel being drawn from the line that goes up into the top of the tank (I’m assuming that is where the generator fuel line goes, as I cannot follow it once it goes up to the top of the fuel tank).
